Strata Balcony Waterproofing in BC: A Guide for Councils and Property Managers
Balcony membranes are the strata's responsibility, they're a standing line in every depreciation report, and failures never announce themselves politely. What councils and property managers need to know before the next report cycle.

For a strata council or property manager, balcony decks aren't an amenity — they're building envelope. When a membrane fails on a third-floor balcony, the damage doesn't stay on the third floor: water tracks into the assembly, rots joists or corrodes reinforcement, and surfaces as someone's ceiling stain two units away from the actual leak. This guide covers what BC stratas are responsible for, how membranes fit into the depreciation-report cycle, and how to plan multi-unit balcony work so it happens once, properly.
Who's responsible: almost always the corporation
In most BC stratas, balconies are designated limited common property — the owner has exclusive use, but under the Strata Property Act the corporation remains responsible for maintaining and repairing the structure and the building envelope. Waterproofing membranes, deck structure, railings and drainage sit squarely in that category in typical bylaws. The practical consequence: balcony membrane work is planned, funded and contracted at the strata level, not left to individual owners — and a patchwork of owner-by-owner repairs is exactly how buildings end up with mismatched surfaces and unresolved leaks.
(Bylaws vary; the corporation's lawyer or property manager should confirm designation for a specific building.)
The depreciation-report angle every council should know
BC requires strata corporations of five or more lots to obtain depreciation reports on a five-year cycle — and for Metro Vancouver stratas without a current one, a July 1, 2026 deadline has just passed, which means many councils are working from a fresh report right now. Balcony membranes are one of the most consistently flagged components in those reports for a simple reason: coastal service life is typically 15–25 years, and a large share of the region's wood-frame stock is now inside or past that window.
If your new report has flagged balcony membranes, the report gives you the planning horizon and the contingency-fund arithmetic. What it doesn't give you is condition detail per balcony — reports estimate by age and category, and actual membranes fail unevenly. A physical assessment across units turns "the report says year 3–5" into an actual scope.
How membrane failure actually presents
The calls we get rarely start with "our membrane failed." They start with:
- A ceiling stain in the unit below — often one or two units sideways from the actual breach, because water travels along the structure before it drops.
- Lifting, bubbling or wrinkled vinyl, especially at seams and perimeter details.
- Soft spots underfoot near doors and drains.
- Rust staining at scuppers, posts or railing attachments.
- Persistent ponding after rain — slope failure that accelerates everything else.
Any one of these on one balcony is a maintenance item. The same symptom on several balconies of the same age is a program.
Planning multi-unit work so it happens once
Balcony programs succeed or fail on logistics as much as workmanship. What we've learned building and re-membraning across Lower Mainland multi-family buildings:
- Assess everything, then phase deliberately. A full-building assessment lets a council sequence by actual condition — worst stack first — rather than reacting leak by leak at emergency prices.
- Standardize the system. One membrane spec, one detail set, one warranty across all units. Duradek vinyl membrane is the workhorse here: walkable, fully waterproof with heat-welded seams, and backed by transferable warranties — with proper installation the assembly is good for decades of coastal weather. We're trained applicators, and on strata work the documentation matters as much as the weld quality.
- Mind the details, not just the field. Door thresholds, drains, scuppers, post penetrations and the membrane-to-wall transitions are where balconies leak. A quote that's vague about details is a quote for a future leak.
- Railings come off and go back on — plan for it. Membrane work usually means lifting railings; it's the natural moment to inspect attachments and, where the report flags railings too, combine the scopes into one mobilization instead of two.
- Keep owners informed with a schedule they can trust. Per-balcony access, a predictable per-unit duration and a clean handover keep a hundred-unit program from becoming a hundred complaints.
The record-keeping that pays off later
For each balcony: photos before and after, the membrane spec and lot numbers, installer certification, and warranty registration. Depreciation-report updates, insurance questions and future councils all lean on this file — and a transferable manufacturer warranty is only worth what the paperwork can prove.
